  • On 18 October 2004 the North Korea Human Rights Act (NKHRA) was signed into law after unanimous passage by both the Senate and House. Among its provisions, the NKHRA authorizes $24 million per year in funding for humanitarian groups. To date, however, Congress has yet to appropriate any of this money, and humanitarian efforts remain critically underfunded.
  • The North Korean government controls the distribution of humanitarian aid, and then diverts this aid to the military and party loyalists. The U.S. must demand that North Korea provide transparency and monitoring of distribution before it resumes aid shipments.
